There is no honest write-up to give you here yet. What there is: it is real, it is rare, and the absence of an explanation is a property of the game rather than a gap in this page. IllFonic has been deliberately vague about item effects, and the community has not closed this one.
If you want a rare item you can actually plan around right now, the Ancient Amulet is the only one with a settled effect.
Where this comes from
Named on r/TheHalloweenGame among items that "have no explanation for their use": "Brass lantern, hourglass, ice pick, fuse, and road flare." A separate thread describes finding "a pendant and a lantern" at purple rarity without knowing what either did.
How to read this
