Every civilian carries four numbers out of 10. IllFonic has said what each of them governs, in one sentence apiece. It has never said what a point is worth, and that second half matters as much as the first.

Athleticism is the one stat a patch has named directly. The notes split stamina behaviour by Athleticism level, which confirms the stat feeds stamina as well as speed, though still without a figure for any of it.

A definition tells you where a stat applies. It does not tell you by how much. There is no official figure for how much faster a 10 in Athleticism runs than a 3, how much quicker a high Resourcefulness repairs, or how much Fear and Stalk a high Personality shrugs off.
That gap is why this site does not rank civilians by adding their stats. A total treats a point of Personality as equal to a point of Capability, and nothing published says it is. The tier list explains how it ranks without doing that, and the character list shows each civilian’s traits, which often matter more than a one-point difference.
