“Floor” is a civilian’s lowest column, which is the one number here that is not an opinion about weighting: it tells you how bad the worst case is. Laurie Strode has the highest floor on the roster at 6, and Alexis has the widest spread between best and worst.

How to read a spread

A high floor is a different thing from a high total. Laurie Strode never has a column that will let you down badly, which is what makes her the sensible first pick while you are still learning what the stats do. That is a statement about risk, not about power.

A maxed column is a reason to pick someone. In a 1v4, only one person needs to be the one doing a given job — so a squad’s best value in a column matters more than its average. That is why the Loadout Lab reports your squad’s best per column and the gap to the roster ceiling, rather than scoring your squad out of anything.

A low column is not automatically a flaw. It is only a flaw if it is a column your group actually needs and nobody else covers. Two civilians with the same low Personality on the same squad is a real problem; one is a division of labour.

Not in the table

These 5 are locked behind player level and the character-select screen hides their stats until you own them. No public source has their numbers, so they are named here rather than estimated into the table above.

Common questions

What is the best civilian in Halloween: The Game?
There is no answer that survives contact with the facts, because the game never says what its four stats do. What can be said: Laurie Strode is the only civilian with no stat below 6, which makes her the least likely to be badly wrong in any situation. Marcus Navarro is the only civilian with a maxed Resourcefulness. Those are the two defensible statements; a ranked list is not.
Is there an official Halloween: The Game tier list?
No. Neither IllFonic nor Gun Interactive has published any ranking of the civilians, and no official post explains what the four stats feed into.
Why does this page refuse to rank them?
Because a ranking needs a weighting, and a weighting needs to know what each stat does. The character-select screen shows Capability, Athleticism, Personality and Resourcefulness as numbers out of ten and explains none of them. Adding four unexplained numbers together produces a total that looks authoritative and means nothing — a maxed column is frequently worth more than an even spread, and there is no published basis for saying by how much. So this page compares within columns, where the comparison is real, and stops there. When the effects are documented, or when a settled community consensus emerges from tested play rather than from launch-week impressions, this page becomes a ranking with a patch version in its title.
What can I actually learn from this page?
Which civilian leads each of the four columns and by how much, which one has the highest floor, and which have the sharpest specialisations. That is enough to pick deliberately rather than at random, and it is enough to notice when a squad has left one of the four columns at its floor — which is the thing the Loadout Lab is built to check.
Why are five civilians missing from the table?
Five of the 12 civilians are locked behind player levels 5, 10, 25, 40 and 55, and the character-select screen hides a civilian's stats until you own them. Nobody has published their numbers, so they are listed separately rather than estimated.
